Lane and Raymond Road has been reduced to one lane, significantly increasing travel times for private vehicles and public transit and having negative impacts on local businesses; WHEREAS, the City has contract language that controls costs and holds the contractor accountable, and despite the delays, the city has to-date not incurred additional costs beyond the original contract due to these delays; WHEREAS, the City’s New Vendor Performance Management Program (VPMP), which designed to objectively assess and evaluate vendor performance throughout the contract period, has been utilized on this project; and, Public Works Committee June 15, 2026 Minutes PWC 26-008 Page 15 of 21 Please refer to the June 24, 2026, Council Minutes for the disposition of these matters. WHEREAS, Council priorities include responsiveness and transparency. THEREFORE, BE IT RESOLVED: (a) That Staff be directed to prepare a detailed report back to the Public Works Committee for Q3 2026 with a multi-lens review of the Garner Road Sanitary Sewer Project, including, but not limited to: (i) An analysis of the project timeline, identifying the delays experienced and their root causes and the effectiveness of steps taken to expedite project completion; (ii) An analysis of options and tactics available to support local businesses and residents during construction in order to minimize impact; (iii) An accounting of lessons learned from this project that can be applied to future projects in the Airport Employment Growth District (AEGD) and throughout the City; and, (iv) A summary of how the City’s new Vendor Management Performance System was applied to this project and its outputs.
