Emergency and Community Services Committee approves Enhanced Safety Upgrades for King’s Forest Golf Course for the 2026 Golf Season 5-0

Emergency and Community Services Committee voted 5 to 0, with 2 absent on Enhanced Safety Upgrades for King’s Forest Golf Course for the 2026 Golf Season at its Thursday, July 9, 2026 meeting. The motion carried.

The motion, as recorded in the minutes:

WHEREAS, although upgrades for King’s Forest are integrated into the Recreation Master Plan, these capital improvements must be prioritized and supported through future operating budgets; WHEREAS, Hole 11 features a steep incline; and despite mitigation efforts such as repaving and increased signage, the current configuration remains hazardous due to the dangerous grade and slippery conditions; WHEREAS, golf cart pathways are currently incomplete, and the lack of comprehensive paving limits access for mobility-challenged patrons, particularly during inclement weather when carts are frequently removed from service; WHEREAS, the course’s metal bridges utilize wooden planking for cross- members, which can become slick when exposed to rain or moisture; WHEREAS, the implementation of upgraded safety features will not only enhance the patron experience and safety but is also expected to increase municipal revenue through improved service reliability and accessibility; THEREFORE, BE IT RESOLVED THAT: (a) That staff from the Recreation Division be directed to consult with relevant City departments to develop immediate safety solutions for King’s Forest Golf Club that address the hazards identified above, including the implementation of temporary measures to support the current golf season while permanent, fully costed solutions are finalized; (b) That staff be authorized to implement enhanced safety solutions, to be funded from the Ward 4 Capital Re-Investment Reserve #108054, at an upset limit (including contingency) not to exceed $500,000; and, (c) The General Manager, Healthy and Safe Communities Department, or designate be authorized and directed to execute any required agreement(s) and ancillary documents, with such terms and conditions in a form satisfactory to the City Solicitor.
